1. Whisk Jell-o powder with boiling water until fully dissolved (roughly two minutes, but follow instructions on box).
2. Stir in cold water and liquor. Allow to cool for 10-15 minutes.
3. While Jell-o mixture is cooling, put one gummy shark in each mini cup so that the head is sticking out.
4. Pour Jell-o evenly into cups.
5. Refrigerate for a minimum of 3-4 hours (for best results, refrigerate overnight).
6. OPTIONAL: When ready to serve, add a pinch of crushed graham cracker "sand" to the top of each shot.
